The Treasury-led evaluation work takes into account the House report on the subject being voted on in parliament in late March and approved by the Cabinet on April 9.

The Treasury is leading 16 different government agencies to conduct research on the possibility of legalizing casino resorts in the country.

The study is known to investigate three key factors: the economic, social and cultural impact of the Thai casino resort industry, business structure and revenue collection, and the legitimacy and legal standards of that industry.

On Wednesday, The Nation reported that Amon Vivat had submitted comments to his ministries by 16 government agencies, and would now gather comments before submitting a report to the Cabinet.

The deputy finance minister also said all government agencies “agreed” that an entertainment complex with casinos could boost Thailand’s economy.

Regarding the social impact, he added, several agencies have proposed mechanisms to ensure appropriate responsible gambling policies.

Amonvivat also said the report would propose the establishment of a national commission to oversee the establishment of a casino resort. He added that there would be representatives from several government agencies.

Each casino resort requires at least 100 billion THB ($2.75 billion) of investment, according to a House committee report.

So far, five resorts have been mentioned, according to industry insiders. Two were in the capital Bangkok, and one was mentioned about Bangkok’s Eastern Economic Corridor, Chiang Mai and Phuket.

A March report from Maybank Investment Bank Bhd said the license was “likely to be granted in phases” and that Thailand’s first casino resort was likely to open in “2029.

At the Global Game Expo (G2E) Asia 2024 conference segment in Macau earlier this month, some casino industry insiders warned that Thailand’s casino opportunities were constrained by certain risks, particularly whether there was a sound regulatory framework to attract foreign investors.
